Chinese Staff of the Railway and the results of the first periodical examination reflects the greatest credit on him. Some such training as this has been found to be essential
and had Mr. Winyard not been qualified to hold these classes, it would have been necessary to obtain assistance elsewhere. His efforts have already borne fruit in dealing with some
small accidents that have occurred.

In the circumstances I have to recommend
that the allowance granted to Mr. Winyard may be increased to $50 per mensem from the lat. January, 1919, for as long
as the present position continues, and I should be glad if your decision may be communicated by telegraph.
